That message usually appears when GitHub Actions are disabled at the account or organization level — often for new accounts, flagged usage, or inactive repositories.

Try these quick steps:

Go to Settings → Actions → General in your repository and check that “Allow all actions and reusable workflows” is selected.

If this happens across all repositories, visit https://github.com/settings/billing
— sometimes Actions get paused if billing or verification is incomplete.

For student or recently created accounts, GitHub may temporarily disable Actions by default — you can contact GitHub Support
and request activation.
