Copilot Agents cannot see PR merge conflicts or failed tests and cannot fix them

Over and over and over again, I have merge conflicts in a PR, and I tell the copilot agent to find the merge conflicts and fix them. It does "stuff" for a while, and then claims victory. Meanwhile it never found the merge conflicts. Same thing for failed tests.

This should be the most basic and necessary function of an agent in a PR; I want the agent to at least try to fix the broken stuff, not leave it for me to figure out.
