Code Move - Processing Email Queue Messages

Hello,

I'd like to help with this issue.

My understanding is that we want to move the processing logic that would be used by other projects outside of AllReady.
To that end we'll copy the code here (in this repo).
step 2 would be to spin up a new/reuse an existing Function App in azure to host this logic
step 3 try and redirect the usage from the AllReady app itself
Is this correct?
