[Bug]: AI said the compress is blocked by manual mode given it is a manual trigger /dcp compress

Bug Description

Two problem here:

1. /dcp compress is triggered by user, but red line "Manual mode: compress blocked. Do not retry until <compress triggered manually> appears in user context." appear
2. Even the "Manual mode: compress blocked. Do not retry until <compress triggered manually> appears in user context." appear, the compress still performed.

Expected Behavior

None of the above problem should appear
