"More apps" menu not operable via keyboard

In latest master, when you tab to the "More apps" menu and try to open it using Enter, it immediately closes again. Thus it’s not usable via keyboard.

GitMate.io thinks possibly related issues are #9715 (More apps menu wrong location), #10716 (More apps menu not position in the right place), #10723 (Fixes more apps menu and settings/user menu positions), #4016 (New apps menu, visual glitches), and #10779 ("More apps" out of window).

Maybe it will be fixed by #10787.
Something changed in the navigation structure.
