[Bug]: Weather service information shown despite weather status being disabled

Bug description

When clicking on "Customize" on the dashboard, the dialog will always display the privacy information about the weather service, even if it is disabled (and thus not relevant).

Steps to reproduce

1. Disable weather_status
2. Go to dashboard
3. Click on "Customize"

Expected behavior

Information about weather status is only shown, when the app is actually enabled.
