Update opentelemetry and other dependencies

Primarily this updates opentelemetry to a more recent version (thereby avoiding CVEs).

This also:

• Updates a number of other dependencies (e.g. Quarkus (though keeping it at 2.x), SLF4J
• Adds spotless formatting using the PNC ide-config
• Adds redhat-releng-tools as a parent to simplify updating all the plugin versions and releasing to central.
  • This implies updating licenses and dependencyManagement to comply with parent enforcer.
• Maintains the JDK 1.8 target (as this is used by https://github.com/project-ncl/pom-manipulation-ext )
  • Note this now needs JDK 17 to build due to spotless.
• Updates GitHub Action versions
