This pull request updates the CCIP documentation and sidebar configuration to consolidate and clarify SDK and CLI resources, streamline offchain tutorial navigation, and remove outdated references to the old JavaScript SDK guide. The changes ensure that users have a clearer path to the new "CCIP SDK & CLI" resource and a more intuitive organization of offchain tutorials.

Sidebar and Navigation Updates:

• Consolidated the separate "SDK" and "CLI" sidebar items into a single universal "CCIP SDK & CLI" item, updating all references and regression tests accordingly. [1] [2] [3]
• Simplified the offchain tutorials in the sidebar by removing nested EVM-specific offchain items and introducing a single universal "Offchain" tutorial entry, both in the sidebar and in the "What's Next" navigation. [1] [2] [3]
• Removed the sidebar entry for "Using the CCIP JavaScript SDK" and its associated nested tutorials, as these are now covered by the new consolidated tools resource. [1] [2]

Documentation and Resource References:

• Updated the developer tools list to replace the old "Chainlink CCIP JavaScript SDK" with "CCIP Tools," reflecting the new TypeScript SDK and CLI.
• Removed the outdated ccip-javascript-sdk.mdx integration guide, as its content is now superseded by the new tools resource.

SEO and Discovery Improvements:

• Added a dedicated sitemap entry for CCIP tools to robots.txt for improved search engine indexing.
